Human Resources Manager
Position Summary
Oversee all core Human Resources functions, including recruitment and staffing, compensation and benefits, employee relations, performance management, and compliance with all applicable federal, state, and tribal employment laws and regulations.
This position description is not inclusive of every duty that will be performed and/or assigned to this role.
Key Responsibilities
• Manage and coordinate all recruiting and hiring efforts via direct outreach, social media recruiting, passive candidate sourcing, talent pipelines, employee referrals, or industry networking.
• Reviews and revises internal processes and procedures to reflect emerging approaches in
recruitment and selection to improve overall effectiveness.
• Manage and coordinate new employee orientation, maintaining accurate employee records and HR systems, ensuring timely creation of employee personnel files.
• Manage and coordinate all personnel action transactions (e.g., performance appraisals, transfers,
promotions, lay-offs, recalls, demotions, and termination of employees).
• Manage and coordinate staff developmental meetings, drug-free workplace meetings, and all employee meetings, to include appropriate cultural sensitivity training.
• Establish and manage fair, cost-effective pay and benefits programs using objective criteria to set
salaries and compensation, ensuring total benefits package meets employee needs while keeping IPHA competitive with other organizations.
• Oversee health, dental, vision, and retirement benefits for all IPHA employees, to include new
hire enrollment, open enrollment, and qualifying events.

Housing Program Manager
Position Summary
Red Feather Development Group is seeking a full-time Program Manager to lead implementation of the Healthy Home Energy and Safety Improvement (HHESI) Program across the Navajo and Hopi Nations. This position oversees a high-volume portfolio of home repair and energy and safety improvement projects while ensuring strong compliance with contract requirements and federal regulations. The Program Manager provides leadership across procurement, contractor oversight, project tracking, reporting, budget monitoring, and audit readiness, and supervises program staff to ensure consistent delivery of high-quality, compliant, and mission-driven services. This position is primarily office-based in Flagstaff and includes periodic travel to the Navajo and Hopi Nations to meet with contractors, homeowners, and program stakeholders, with occasional site visits as needed.
ISLETA PUEBLO HOUSING AUTHORITY

The Isleta Pueblo Housing Authority (IPHA) is requesting proposals of qualiications and fees from the qualified professional legal firms to perfom1 legal services. The selected firm will enter into a fixed-price contract with IPHA.
Through the authority of the Native American Housing Assistance and Self Determination Act of I 996 (NAHASDA) [25 U.S.C. § 410 l] the Isleta Pueblo Tribal Housing Authority (IPHA) in Grant Agreement with the Department of Housing and Urban Development (HUD) is responsible to provide the Isl eta Pueblo people with safe, decent, sanitary, and quality housing under federal regulations of the Indian Housing Block Grant (IHGB) at CFR § 1000, et seq.
Scope of Work: Provide on-site and off-site services for a term of one year. The agreement will be renewable for an additional annual tenn. Consultant will submit a new cost proposal 60 (sixty) days before end of current term for review and approval.

The Isleta Pueblo Housing Authority (IPHA) is requesting proposals from qualified, licensed architectural fums to provide architectural design and related professional services for a Native American Housing Assistance and Self-Determination Act (NAHASDA)-funded single-family housing unit to be developed under a Indian Housing Block Grant (IHBG) program. This procurement will be conducted in accordance with 2 CFR Part 200, 24 CFR Part 1000, and the IPHA adopted procurement policies. PROJECT DESCRIPTION The project consists of the architectural design ofa single-family detached residence intended for construction as part of the TDHE’s affordable housing program.
